From Silive.com an article by Maura Grunlund titled "St. Mary's RC Church in Rosebank is desanctified; but what comes next" contains several interesting quotes from Joseph Zwilling.
“The building still belongs to the parish,” Zwilling said. “There have been no decisions yet made about the building’s future, although the parish does now have extra flexibility in deciding, in consultation with the Archdiocese, what future steps it might wish to take.”
Echoing words in the decree, Zwilling said that the parish requested the move “because of the immense financial burden to repair and maintain the building, and the lack of resources by the parish to do so.”
He added, "the request was discussed with the priest council of the Archdiocese, which gave a favorable response.”
Joseph Zwilling: What do you mean when you say "parish?" If you don't mean the body of parishioners, are you referring to the corporate board that is controlled by the Cardinal?
